CITY OF TEMPE - ONGOING FACILITY CONDITION ASSESSMENT OF THE APACHE CENTRAL CENTER

This project involved a subjective and technical analysis of the physical condition of the facilities.  FMS worked with the Facility Manager and based on the analysis we performed and the Assessment of the center assets we determined the most economical time to tear down so that affordable housing could be built in its place. FMS not only evaluated the assets, but also the lease agreements of various tenants that were not city businesses. We made recommendations of best time and approaches to take based upon legal conditions of existing tenants, cost of deficiencies, ongoing maintenance requirements and neighborhood impacts.   

On this project, the inspection team conducted an ASTM E2018-15 Standard Assessment and established the FCI.:  

Building shell (roofs, walls, window systems, exterior doors and structural components), Building interior (walls, doors, floors and ceilings), Heating, ventilation and air conditioning, Electrical and electrical distribution, Plumbing, Fire protection, Special construction.  Also identified were: Code compliance issues, Fire/life-safety issues, and Readily achievable ADA requirements.   

 We performed additional physical surveys of each vacant suite, and as well each occupied suite with emphasis on the Mechanical Systems and Building Shell Roofs.  This information was uploaded into the FMS proprietary “Facilitize” database that may be accessed and maintained by City of Tempe personnel through their subscription to this same software.
