Space needs vary by group and function.  Some spaces are typical office space, with workstations, offices, conference rooms, and filing areas.  Another type of workspace could be a shop containing a workroom or “garage”, offices and/or workstations, storage and even a reception counter and/or a parts desk.  Most space will fit into specific categories. For the purpose of this study, the facilities in this report were reviewed and sorted into five “functional categories.”

Administrative space is what we think of as typical office space. It will house offices, conference rooms, training rooms, reception areas, copy and break room areas, filing, storage and workstations.  Administrative space is approximately 60 percent offices/workstations and 40 percent common/support space.

Judicial space will be similar to administrative space, with additional common areas such as courtrooms, jury rooms, interview spaces and specific security needs. Judicial is approximately 25 percent offices/workspace and 75 percent common/support space.

Criminal Justice space will also have administrative space within it. However, it has more storage and specialty rooms (weapon storage, evidence rooms, locker rooms, etc.). It also needs to accommodate the various squad and training rooms. The parking requirements for public safety are twice that of administrative space. There are also very specific security and technical requirements. Criminal Justice is approximately 60 percent offices/workstations/squad rooms and 40 percent common/support space. The division of space is proportionally equivalent for public safety and administrative; however, due to the specific requirements of public safety, space is not interchangeable between these two categories.

The Health and Welfare category will be similar to administrative space. It will include administrative services frequently provided by counties as wall as minor clinical space. Hospitals are not included in the health target category

The Services or Public Works category is the most varied of all the categories. A service space could be anything from a fire station to a carpentry shop. The facilities in this category typically have the largest space requirements because there is large equipment and/or storage involved. In Olathe, we included the animal shelter in the services category. Although there is not a shop or garage, the kennels are large areas that have similar building requirements. The heating and cooling, interior finishes and circulation areas required for services are unique and must be addressed to be functional. Service space is 20 percent office/workstation space and 80 percent common and support areas.
